Smart Young People Reject Public Service — Because They’re Smart.

America’s best and brightest don’t go into politics.

(By which we mean mainstream two-party corporate politics. Democrats, Republicans, Washington. Politics as activism, as the ongoing debate over how we should live our lives, remains of great interest to young people.)

Mediocrity among the members of the political class is often cited as a reason for government’s ineptitude, its inability/unwillingness to address the great problems we face today: climate change, soaring income inequality, the Third Worldification of America. If we had smarter, more charismatic politicians, the reasoning goes, we’d get smarter, more effective problem-solving.

Forget it. The word from the trenches of academia is that that’s not going to change. Millennials just aren’t interested.

A national survey of 4200 high school and college students conducted last year found that only 11% might consider running for political office. Most young people say they want nothing to do with a career in government.

We don’t know how that number compares to the past. As Fareed Zakaria points out, “Americans have always been suspicious of government. Talented young people don’t dream of becoming great bureaucrats.”

Still, like other mainstream media types, Zakaria thinks disinterest in public service has increased. “The New Deal and World War II might have changed that for a while, but over the past 30 years, anti-government attitudes have risen substantially,” he says.

Young people think politicians can’t/don’t make much of a positive impact in people’s lives. In a poll of 18- to 29-year-olds, Harvard’s Institute of Politics found a 5% increase, to a third, in the portion of young adults who believe that “political involvement rarely has any tangible results.” When asked about the statement “politics today are no longer able to meet the challenges our country is facing,” 47% agree and 16% disagree.

I was thinking about this a few weeks ago while researching a column about the possible presidential candidacy of Hillary Rodham Clinton in 2016. First lady, senator, secretary of state — Clinton is one of the most successful political figures of our time. Yet what has she actually accomplished? How has she changed the life of the average American? Where is the big feather in her foreign policy cap? She’s been busy, but she hasn’t done anything historical — and the same could be said of almost all her peers.

Future coulda-been bests and brightests are paying attention to Washingtonian disfunction. “How deep is the disengagement?” Ron Fournier asked in The Atlantic. “I spent two days at Harvard, and couldn’t find a single student whose career goal is Washington or elective office. One wouldn’t expect to hear this at the Kennedy School of Government.

Which prompts two questions:

Why are the young eschewing politics?

Can we do anything to make a career in politics/government more appealing?

Zakaria offers a “why”: “The ever-increasing obstacles — disclosure forms, conflict-of-interest concerns, political vetting — dissuade and knock out good candidates.”

I disagree. Getting exposed for financial or other improprieties is a concern for some political prospects in their 50s or 60s. But the most that your average 21-year-old college senior has to worry about getting outted over is drug use, and if current trends continue, no one is going to care about that in a few years. After all, George W. Bush and President Obama  both used cocaine.

Not long ago I was approached by an Important Democratic Party Official about running for Congress. After he saw a talk I gave to a group of high school students, he pronounced himself so impressed that wouldn’t stop calling me. The party needs you, he said. So does your country.

Heady words. And I’m at least as egotistical as the next bear. So I looked into it.

I wasn’t concerned about personal disclosures. I’d be running as far to the left as you can in today’s Democratic Party; my district is very liberal on social issues. Whatever came out wasn’t bound to hurt my prospects. Anyway, I have a theory about political strategy: your opponents can’t use your deeds against you. They can exploit your denial of those deeds. Candidates who reveal their own skeletons find the electorate much more forgiving than when they’re uncovered by their opponent’s “opposition research” team.

Money would have been a major issue. You need at least $1 million to fund a Congressional campaign. It’s easiest if you have it yourself, and if you have rich friends willing to bankroll you. I don’t.

This is a grim system we have. “Wealthy candidates who try to buy office with their own money tend to lose, but in order to set up a campaign, you have to know a lot of wealthy people and wealthy special interests — and that’s something that most of us are not privy to,” Craig Holman, government affairs lobbyist for Public Citizen, told CBS News.

I might have been able to sell out to local business interests in exchange for favor chits to be cashed in later. But then, why run in the first place? For me, the point of running for Congress is to have a chance to change things for the better.

Washington has plenty of you-scratch-my-back-I’ll-scratch-yours corruption as it is. (I’m talking to you, Former Treasury Secretary/Warburg Pincus President Timothy Geithner.) They don’t need more from me.

The money thing is pretty much insurmountable.

Even presupposing a dramatic upturn in my finances (Powerball win? Selling a kidney to a desperate Internet billionaire? Kickstarter?), there’s the question of what I could accomplish in Congress. This is assuming, of course, that I win. Half of candidates lose, with nothing to show for their million-plus bucks.

Like the kids at Harvard, I can’t think of a single Congressman or, for that matter, Senator, who has managed to achieve much for the working class, or the environment, or anything big, since, well — my entire life. And I’m 50. As a political junkie, I would have heard of something.

Senator Ted Kennedy was one of my political heroes. I worked for two of his presidential campaigns. But let’s be honest. What was his greatest political accomplishment? Probably the State Children’s Health Insurance Program. A nice piece of law to be sure, but a small-bore one — and hardly worth spending decades of your life sitting through endless boring meetings.

And that’s what you do in Congress. You sit on your ass waiting for a chance to talk to people who are waiting for you to shut up so they can talk.

To an empty chamber.

Perhaps I should amend this: politics makes sense for right-wingers.

Republicans have radically transformed American society in recent years: legalized torture, extraordinary rendition, Guantánamo concentration camp, preemptive warfare, the doctrine of the unitary executive, sweeping tax cuts for the ultrarich and yes, even Obamacare — that one was dreamed up by the right-wing Heritage Foundation.

Liberals and progressives, on the other hand…there’s not much for us in the world of mainstream politics.

If we want leftie — most young people are — bright young things to enter public service, public service is going to have to change first. Obviously, that doesn’t seem likely. So if you’re a smart, energetic young person who wants to change the world, there’s still a place to do that.

Not in Congress.

In the streets.

Libertarians Replace Democrats as Warriors Against Crazy Presidents

There once was a time (before the 1980s) when liberals were a powerful force against executive overreach. Democrats like George McGovern opposed wars of choice. Democrats like Frank Church exposed the CIA, which led to an executive order (by President Ronald Reagan!) that banned political assassinations. A Democratic Congress held impeachment hearings against Richard Nixon, in part because he violated the privacy rights of a few hundred Americans by tapping their phones. Millions of lefties marched against the Vietnam War — it didn’t matter that the president was a Democrat.

Things have changed.

A “liberal” president and his Democratic congressional and media allies aren’t fighting the good fight. They’re committing the worst crimes.

And so, following what Chris Hedges called “the death of the liberal class,” where the Hellfire missiles fly and in streets that ought to be full of protesters, naught but crickets, here’s what’s left:

The most liberal politician in America is a right-winger.

Rand Paul, who in May led a 13-hour filibuster in the Senate over Obama’s drone war, is the mainstream’s point man against dystopian killer air robots. This is the kind of thing that, had even a Democratic president like LBJ had been up to, would have had Democrats and the liberal media up in arms.

Even though an out-of-control White House is leaving open the option of using drones to blow up Americans on American soil (not that it’s OK in Pakistan), Democrats are nowhere to be found. At least 4,000 people — by law, all innocent since none were charged by a court — have been assassinated under Obama’s orders. Meanwhile, liberal politicians sit on their hands. Progressive media outlets scarcely mention these horrors, and when they do it’s in tepid tones that rarely call out Obama as the blood-soaked mass murderer he is.

Is Rand Paul so far right that, like Pat Buchanan back when, he comes all the way around the back to the left? Are Paul’s maverick stances just a marketing program to draw attention to himself, in preparation for 2016? Or is his brand of libertarianism genuine? Whatever the motivation, Paul has become the most, perhaps the only, establishment political figure expressing a progressive vision on a host of incredibly important issues…issues that have been abandoned by the state-sanctioned Left.

Paul, a right-wing Republican who believes Israel can do no wrong, is nevertheless he establishment’s most passionate defender of privacy rights. The libertarian scion has sponsored a bill that would prohibit the NSA from intercepting and storing Americans’ phone records. (Because the NSA charter limits its activities to foreign intelligence gathering, the phone tapping and other Orwellian programs revealed by Edward Snowden are illegal. The bill would ban the phone intercepts explicitly.)

Only four senators are backing this progressive legislation. Paul is the only Republican; most Democrats continue to defend Obama and his NSA, whose totalitarian approach to stealing our information — they take it all — makes East Germany’s “Lives of Others” Stasi look like nosy neighbors. Paul, a free-market purist, wants to overturn the vile Patriot Act, get rid of the useless TSA (“The American people shouldn’t be subjected to harassment, groping, and other public humiliation simply to board an airplane”), and states openly that proposals for Congressional oversight of the NSA — typical, lame sops to public disgust, and Congress was supposed to be doing that all along, weren’t they? — won’t be enough.

“The Constitution doesn’t allow for a single warrant to get a billion phone records,” says the senator from Kentucky. “They basically, I believe, are looking at all of the cell phone calls in America every day.”

The most liberal Democrats in the Senate? They’re collaborators with Obama’s Gestapo.

Dick Durbin sporadically issues some pretty, progressive-esque, pro-privacy noises about reining in the NSA, yet voted to renew the Patriot Act, which captures Americans but not terrorists. Al Franken is pro-fascist security state. “I can assure you that this isn’t about spying on the American people,” Franken said. Actually, that’s exactly what it’s about.

When George W. Bush was in power, “liberal” California senators Barbara Boxer and Dianne Feinstein railed against NSA spying on Americans, calling it an impeachable offense. Now that the president is a member of their party, Boxer is silent and Feinstein is the NSA’s PR flack.

On a lot of issues, Rand Paul’s stances are contemptible. Exhibit A: He opposed the Civil Rights Act as a violation of “state’s rights,” the clarion call of the segregationist Old South. Yet on many of the existential questions of our time, radical policies that have transformed the United States from a democratic republic to a terrifying authoritarian state that uses brute force to subjugate a vast global empire, Rand is on the side of the angels — far more so than the self-defined progressives who claim to value civil liberties while running interference for the insular, violent and repressive Obama Administration.

Rand stood tall against Obama’s fascist National Defense Authorization Act, which allows the federal government to kidnap U.S. citizens and throw them into prison forever without charging them with any crime. “His signature [on the NDAA] means indefinite detention without charge or trial, as well as the illegal military commissions, will be extended,” said Anthony Romero of the ACLU of Obama.

Naturally, the Republican establishment is pissed off at Paul.

GOP columnist Charles Krauthammer slammed Paul as “politically radical” and “socially liberal.” (No comment on whether spying on every American, or assassinating innocent civilians, is “radical.”) Chris Christie, a top 2016 presidential contender, calls Paul’s suspicion of endless wars against Middle Eastern countries “dangerous.” (Unlike the wars?) John McCain calls him a “wacko bird” (takes one to know one) for opposing drones.

If you want evidence of the crisis of the two-party system, look no further than the strange new bedfellows of the age of Obama. Even before the Snowden leaks, 70% of Democrats and 77% of Republicans believed the NSA was violating their privacy. Both Democrats and Republicans who felt this way thought the NSA wasn’t justified: 51% and 52%, respectively.

Even in Congress, a “loose alliance of lawmakers” is allied against the leadership of their own parties” on issues like the NSA and Obama’s desire to attack Syria.

Though nascent, the libertarian-left attack against the liberal-conservative establishment is a big deal. This tendency, as Marxists call it, can develop in one of two directions. There might be a dramatic political realignment such as 1932, when FDR’s New Deal began to move African-Americans and white Southerners into the Democratic camp. Or — I think this is more likely — newly exposed fissures will open, showing that the real split is between oppressed and oppressor, not “liberal” Democrat and “conservative” Republican.

IRS Targeting is a Scandal, CIA Targeting is Business as Usual

“We’re fighting for you!” That’s what the Democratic Party tells Democratic voters and what the Republican Party tells Republicans. But even their “battles” reveal how similar the two parties really are.

Case study: what gets investigated.

Less than a week after the news broke that the IRS engaged in ideological profiling in 2011 and 2012 — targeting Tea Party-related non-profits for checks into whether they were violating the terms of their tax-exempt status by spending donor money on political ads — top Democrats joined their GOP counterparts to demand a Congressional investigation. That’s lightening quick for government work — and yet not fast for some. Senator Marco Rubio (R-Florida, ’16 prez prospect) called for Acting IRS Commissioner Steven Miller to resign immediately. President Obama called the IRS’ actions “outrageous” and “contrary to our traditions.” The IRS has already apologized.

This all goes to show that the federal government can turn on a dime when it wants to do something. It’s a matter of priorities. Millions of Americans whose homes were stolen by banks in illegal foreclosures waited five years for $600 settlement checks that bounced; the Fed gave the executives of those banks $7.77 trillion in a matter of days, no questions asked.

So it goes with what gets investigated.

Thrown under the bus in a matter of days, the IRS is already getting ground to mincemeat. Meanwhile, a spectacular panorama of Bush-era abuses have yet to draw the attention of a single Congressional subcommittee.

The 2000 stolen presidential election fiasco? Still no investigation — even though retired Supreme Court Justice Sandra Day O’Connor, the swing vote in the 5-4 decision in Bush v. Gore, now agrees with constitutional lawyers who say the high court had no jurisdiction in the case and thus shouldn’t have heard it.

There still hasn’t been an independent investigation of 9/11.

No one has ever been questioned, much less held accountable, for the invasion of Afghanistan (ostensibly to catch Osama bin Laden, though he was already in Pakistan), the installation by the U.S. of the unpopular Hamid Karzai as a U.S. puppet, huge cash bribes paid to Karzai by Bush and now Obama,  or the lies — an impeachable offense — about Saddam’s WMDs used to con the public into war against Iraq.

People outraged by Bush’s torture program, secret prisons, extraordinary rendition and indefinite detention of innocent people, including children, at post-9/11 gulags at places like Guantánamo, the “salt pit” at Bagram and the Indian Ocean island of Diego Garcia — even on prison ships on the high seas — hoped that President Obama would make good on his campaign promises to investigate these horrific crimes against international law, U.S. law and common decency. Instead, he obstructed justice — another impeachable offense — issuing a directive to his Justice Department and other law enforcement agencies to ignore them. “We need to look forward as opposed to looking backwards,” he told a TV interviewer on January 12, 2009, eight days before taking office.

“At the CIA, you’ve got extraordinarily talented people who are working very hard to keep Americans safe,” he said. “I don’t want them to suddenly feel like they’ve got spend their all their time looking over their shoulders.”

Yes. God forbid our heroic torturers should face any questions about jamming forced enemas up prisoners’ butts. Sorry: I meant our extraordinarily talented torturers.

And, now a flashback to April 14, 2008 — a mere nine months earlier. Candidate Obama told The Philadelphia Inquirer: “If I found out that there were high officials who knowingly, consciously broke existing laws, engaged in cover-ups of those crimes with knowledge forefront, then I think a basic principle of our Constitution is nobody above the law.”

Except the CIA. And the military. And Donald Rumsfeld and Condi Rice and Dick Cheney and John Yoo and, of course, George W. Bush, who explicitly authorized the torture and other high crimes, and is now an elder statesman with his own library and everything.

To recap:

Both parties think it’s bad bad bad for the IRS to target right-wing pseudo-nonprofits for audits.

Both parties think it’s perfectly fine A-OK doubleplusgood to target the buttholes of random Muslims you kidnapped from Afghanistan or Yemen or wherever.

What the IRS did was, of course, wrong. But I’d rather be audited than butt-raped. Butt-raping, especially butt-raping that occurs before illegal auditing, should be investigating before illegal auditing.

Both parties also agree that if there’s ever been something that doesn’t need investigating by anyone, ever, it’s drones. Yes, a whopping 1.8% of Congress recently held an “unofficial hearing” (toothless PR stunt) and politely requested that Obama provide “further clarification of the legal justifications behind drone strikes.”

But no one —not even Vermont’s token “socialist” Bernie Sanders — has called for an investigation into a drone war that ridiculously remains “classified,” a secret to everyone but the dead, the maimed and their survivors. Senator Rand Paul (R-Kentucky, ’16 prez prospect)’s filibuster merely demanded whether Obama planned to drone any U.S. citizens on U.S. soil. (Since he has already droned U.S. citizens on foreign soil, we know the answer to that.)

I’m not Suze Orman, but please let me help you save a few bucks. Whether you’re a Democrat or a Republican, the next time you get a campaign mailer asking you to support them because they’re “fighting hard for you,” chuck that sucker into the recycler. The truth is, the two major parties are on the same page on just about everything.

They’re not fighting for you.

They’re fighting for themselves.

After decades of Republican aggression and Democratic passivity, the 50-yard line of American politics has shifted so far to the right that what passes for the debate takes place only between the far right and the even further right.

We Only Fight When We Can’t Win

President Obama’s second inaugural address was a barnstormer: aggressive, expressing a strong liberal vision, even merely progressive. Where was this man four years ago, when he actually had a chance of enacting the policies he said that he favored? Back then, he was a right wing accommodationist. Nobody really knows what’s going on inside his head, but it’s a fair guess that like a lot of other Democrats he only fight hard when he knows he can’t really win.

A Congress of 21st Century Cynics Dodges 19th Century Rules

People are calling the recently adjourned 112th Congress “the most dysfunctional ever” and the least productive since the infamous “do-nothing Congress” of the 1940s. There’s lots of blame to go around, but one cause for congressional gridlock has gone unnoticed and unremarked upon: we no longer have a sense of honor.

Back in the late 18th and 19th centuries, when our bicameral legislature and its rules were conceived of by a bunch of land-owning white males, a gentleman’s word was his most precious asset. Integrity and the lack thereof were literally a matter of life and death; consider the matter of Alexander Hamilton and Aaron Burr. As Thomas Jefferson and his de facto wife Sally Hemings could attest, civility was far from guaranteed under this old system. It certainly could have worked better for Charles Sumner, the abolitionist Massachusetts senator who was nearly beaten to death by a proslavery colleague on the floor of the Senate in 1856. (He was avenging what he considered libelous rhetoric against his family.)

Though less-than-perfect, there was a lot to be said for a culture in which a person’s word was his bond, legalistic quibbling was scorned, and a legislator was expected to stake out and defend a principled position, even in the face of political and personal adversity.

It’s hard to imagine the “fiscal cliff” showdown unfolding in the 1800s or even the first half of the 1900s for two simple reasons. First, the general fiscal health of the country would have come ahead of partisanship. Second, and more importantly, members of the two political parties would have stuck to the deal that they struck a decade earlier. When George W. Bush and his Republicans pushed for a set of income tax cuts that primarily benefited the wealthiest Americans in 2001, they argued the standard GOP trickle-down economics talking point that the tax cuts would pay for themselves by stimulating the economy so much that revenues into government coffers would more than make up for the cost. In order to get enough Democratic support for passage, the Republicans agreed to a five-year time period, after which taxes would revert to their Bill Clinton-era levels.

By 2006 there was still no evidence to show that the tax cuts had stimulated the economy. In fact, by many measures, things were worse. The housing bubble was beginning to burst; unemployment and underemployment had increased. If this had been the 19th century, Republican legislators would have acknowledged that their experiment had failed and that would have been that. A gentleman didn’t run away from the facts or his mistakes.

Voters seemed to agree. Unhappy with the invasion of Iraq as well as the state of the economy, Americans returned Democrats to control of Congress in 2006. Republicans had a pretty good idea—the polls were damning—that their unpopular policies were driving them toward a decisive defeat in the midterm elections. For men and women of honor, this would have been a time to reassess and back off.

Nevertheless the GOP jammed through an extension of the 2001 Bush tax cuts for the wealthy months before the midterm election. No honor there.

Here we are nearly 12 years later, and the verdict is in: the Bush tax cuts failed miserably. No doubt about it, it’s absolutely ridiculous that President Obama and the Democrats agreed to extend them for all but the richest one-half of one percent of American income earners. But the debate should never have gotten this far in the first place. Had the Republicans who proposed it in the first place possessed an iota of good old-fashioned 19th-century honor and integrity, this misbegotten legislative abortion would have died in 2006.

Robert’s Rules of Order and other quaint traditions of parliamentary procedure don’t translate to a quibbling little time like ours, when White House lawyers torture widely understood words like “torture” and “soldier” or claim that a US military base in Cuba is in no man’s land, neither in Cuba nor under US control, and that members of both major political parties say anything in order to get their way. Consider, for example, the current push to reform the filibuster, in order to clear the logjam on judicial nominations and other business that used to be considered routine.

The Senate, the only house of Congress that permits a filibuster, draws upon a tradition of principled minority protest that goes back to Cato in ancient Rome. Until the 1970s, filibusters were a rarity, averaging one a year. Senators viewed them as a bit of a nuclear option and only considered deploying a one-man block on debate of a bill a few times during a long political career, to take a stand on an issue where he felt it mattered most. Now the filibuster is not only a daily routine but gets deployed in an automated way so that the Senate has effectively become a body in which nothing gets done without a 60% vote in favor.

Everyone in the Senate understood what filibusters were for. No one abused them. It was a matter of honor.

But honor is too much to ask when even the most basic of all political considerations—ideology and party affiliation—bend like a reed in the winds of change.

Last week the Republican governor of New Jersey and a Republican congressman from Long Island, New York were so incensed by their party’s refusal to approve disaster relief funds for their states after hurricane Sandy that they went public with disparaging remarks about the Republican leadership in Congress. Fair enough. Standing up for your constituents against rank parochial self-interest is what integrity is all about.

On the other hand, the immediate willingness of some so-called liberal and progressive Democrats to welcome Chris Christie—a Tea Party favorite—and Peter King—a notorious nativist and anti-Muslim bigot—into their party’s ranks indicates a willingness to overlook basic principles that would have startled most self-described gentlemen of a century or two ago, much less those who’d entered public service. Back then, of course, the American political party system wasn’t as settled as it is today, so there were mass changes of party affiliation as parties appeared, metastasized and vanished. Still, it wasn’t acceptable behavior to change parties over a minor spat like the hurricane aid or for a party to accept members who didn’t adhere to its principles.

It’s almost enough to make you wish for a duel.
