There are a lot of English-language street signs and the like here in Yekaterinburg as well. I think many of them actually went up in the 2010s at that, when Putin increasingly turned away from the West. Not sure how much of this is down to Putin – wealthy municipalities always want(ed) to lure in more foreign tourists.
