It traces CIA operations from postwar refugee camps—recruiting Ukrainian agents, often with ties to former Nazis—through Cold War covert missions and post-1991 efforts to promote anti-Russian Ukrainian nationalism and NATO expansion. Ukraine is the site of the longest U.S.-Russia covert proxy conflict, culminating in the 2022 invasion, which he says was aggressive but hardly “unprovoked.”
