Unless my understanding of the laws involved is completely wrong, Mamdani can’t do a thing. And, I think that performing such an arrest would satisfy all the conditions necessary for a charge of kidnapping. Probably it could be upgraded with no trouble at all into a full-blown charge of terrorism.
