This cartoon is for The Patriot-News in Harrisburg, Pennsylvania.

A Pennsylvania state legislator, made aware that the state does not ban eating cats and dogs, has proposed a bill banning that apparently less-than-widespread practice.

Someone needs to introduce legislation preventing that legislator from eating feces.

He obviously has an excess of that substance in his head.
