Yes, yes they do. As any long haired, bearded, noisy white guy with a motorcycle can tell you – cops form their opinions fast. It doesn’t matter if he’s got probable cause, it doesn’t matter if it’s a violation of your rights, you either say “yessir yessir three bags full” or you’re shot resisting arrest.
Who they gonna believe? The fine, upstanding officer of the law – or the hairy guy in leather? He must have been doing something wrong or else the nice policeman wouldn’t have shot him in the first place.
BTW, we don’t *know* how many civilians are shot by the police every year. While that information is compiled on a national basis, local precincts can decide on their own whether to submit their records.
“THEY (whatever regional element of this planet’s ruling oligarchy)” will shoot (with whatever weapon is most effective, be it a supersonic banana peel, a hellfire missile, a psychotic drone-cop, or a covertly located piece of DU that a hated target is made to cluelessly sit on for hours at a time) anyone if they prove to even just casually possess ANYTHING that may be used to more comfortably eliminate the inconvenience of unauthorized competition.
There are two catagories of people, the connected, and the dispossessed. There are then two sub-catagories among the first catagory, that being those who know what’s really happening, and those who only think they do. Ultimately, (at least some of) the dispossessed will survive longer than those belonging to the second sub-catagory (also usually known as a politically interdependent “middle-class”).
For the money-masters, total surrender (i.e., slave status) is the only option.
Cops are functionally a lemming-class. As long as their union-masters confirm acceptance, the rank-and-file will run off a cliff while chasing after some “follow-the-rules” agenda of self-destruction. All the elite have to do is give them plenty of top-end toys to play with while doing their “job” of periodic self-elimination.
